Is there a guide to creating small electric vehicles?

I’d like to create build a small simple Remote Controlled car that could move at a max speed of 10 MPH and hold up to 30 LBS

   Buy a kit. Don’t need to re-invent the wheel.

   You can determine a rough estimate of horsepower from your numbers. I am guessing that you need 1/4 horsepower or less over smooth ground.
